INSIDE STORY: Kabaka-Ham Kigo Land Fight Takes New Twist As Top Museveni Official Loses 6.3bn Trying To Acquire Same Land

At the instigation of State House, the intelligence services of this country are investigating the circumstances under which a shady Kampala tycoon successfully held himself out as the true owner of the Kigo land (currently being disputed over by the Kabaka and Hamis Kiggundu) and sold the same to a very unsuspecting top government official.

Having convinced the top Museveni government official that the claims of both the Kabaka and Kiggundu are fictitious, the shrewd Kampala tycoon presented what he claimed to be the original title of the land.

Having been cajoled, the top government official (who was desperate to spend the money as quickly as he could) agreed to take up 21 acres each at Shs315m. He was given the impression that he was buying freehold land that would be his and his descendants for an eternity.

In total, the top government official parted with Shs6.3bn and this was early 2021 before even the Kabaka-Hamis Kiggundu quarrel became public. When the quarrel exploded into the media space, the top government official became nervous and rang the shrewd Kampala tycoon demanding for answers.

“The land is mine as it’s indicated in the title, I shared with you. That’s the case despite the ongoing quarrel between Kabaka and Ham. Just be calm and ignore their public quarrelling as mere background noise,” the Kampala tycoon told the top government official insisting his title was intact and the only one that is authentic relating to the Kigo land.

Even when he fears the resultant publicity that could invite more scrutiny into his dealings and source of such money, the top government official has vowed to blow up and liquidate the Kampala tycoon unless he delivers the land to him or in the alternative pays back the money with an interest of 35%.

The shady businessman has resorted to telling the Museveni government official to be calm and allow him time vowing to deliver vacant possession as soon as the Commissioner Land Registration John Karuhanga is done inquiring the Kabaka-Hamis Kiggundu quarrel.

The anxiety-stricken government official is also understood to have verified with Uganda Prisons Services’ top officials who have assured him that he must have bought air and their word carries maximum weight because the UPS has had landlord-tenancy relationship with the Kabaka of Buganda regarding the Kigo for such a long time.

Gen Museveni’s State House is beginning to consider the Kigo land wrangling to be a security matter because the ever-deepening quarrel can potentially culminate into bloodshed and political problems for the country.

Away from this new twist, the wrangling between Kabaka and Kiggundu continues like before. And the background to it all is that tycoon Hamis Kiggundu insists to be the owner of 140 acres of land in Kigo which the Kabaka considers to be his.

Through his land management agency, Buganda Land Board, the Kabaka applied to Commissioner John Karuhanga to have Kiggundu’s title cancelled on grounds that it resulted from fraudulent titling.

Kiggundu, who still considers himself to be a loyal Muganda subject of the King, continues to be represented by controversial Kampala lawyer Fred Muwema. Kabaka is represented by AG Kiwanuka Kiryowa’s law firm and James Sebugenyi’s Sebalu Lule Advocates.

Kabaka’s top officials have continued to be appalled regarding how anyone would claim to have a freehold title over and above the King’s private Mailo. Peripherally, there is another dispute relating to nearby land (still in Kigo) which involves the Kabaka’s BLB and a one Joseph Jjuuko.

All this Ping-Pong can only be indicative of one thing and that’s the fact that the wrangling relating to the Kigo land will worsen first before finally getting resolved.
